Rubber weight belts allow the belt to flex and hold while you descend, this will stop the belt from slipping around and changing where the weights should be making for a much more comfortable weight system.
 
The buckle is also slightly off center and smaller woles for the buckle to conect, this allows the belt to slide off when released.
